RESOLUTION ON INSURGENCY IN NORTH EASTERN STATES

The 17th Congress of the Communist Party of India (Marxist) expresses deep concern at the prevalent insurgency situation in the north eastern region of our country, particularly in the states of Manipur, Assam, Tripura, Nagaland and Arunachal Pradesh which has defied solution for several decades. Starting from Nagaland, immediately after independence, the extremist activities have snowballed into major law and order situation in the states of Manipur, Assam and Tripura in the 80’s and 90’s of last century and even now it has not shown any signs of abatement. National unity and integrity is under attack because of these secessionist move. The party congress notes that because of backwardness of the entire North-Eastern region resulting in landlessness, acute unemployment and lack of agricultural and industrial development compounded by total negligence by the Central Government, which have added to the frustration of the younger generation and other sections of educated people. A section of them has taken up arms with secessionist slogans instigated by foreign agencies like the ISI etc. These insurgents have their hideouts in neighbouring countries like Myanmar, Bhutan and very much in Bangladesh, make inroads into the states in the region, indulge in killings, kidnappings, extortion and arson. As a result of which thousands of innocent people as well as activists of political parties which have offered resistance, have been done to death and properties worth crores rupees have been destroyed. Our party, the CPI(M) in Tripura, have suffered grievously during the last two decades. The 17th Congress of Communist Party of India (Marxist) notes that inspite of a repeated requests from the Left Front Government in Tripura, the Central Government have refused to send adequate military and paramilitary forces in the state to enable the state government to tackle outlawed outfits like NLFT and ATTF operating in the state as a result of which wanton killings of cadres and other innocent citizens continue and developmental activities have been greatly hampered. The fencing between Tripura and surrounding Bangladesh has been going on tardily. The insurgent camps located in Bangladesh remain untouched. It is very strange that the Congress(I) has allied with the frontal organization of outlawed NLFT in Tripura to oppose the CPI(M) during the recent parliamentary by-election and they have resolutely resolved to continue this unholy alliance for future too. In Assam, Manipur and Nagaland and Arunachal Pradesh, the ULFA, PLA, NSCN (IM), NSCN(K), NDFT, NDFB BLTF & BTF and such other extremist organizations are actively engaged in killings, kidnappings, extortion etc. and during elections, they support one bourgeois political party or another as a result of which they can themselves capture number of seats in the legislature or enable political parties of their choice to capture power in the states. The 17th Congress of Communist Party of India (Marxist) taking all aspects in to consideration, demands that the Central Government take steps to persuade the governments of Bhutan, Myanmar and Bangladesh to dismantle the insurgent camps and hideouts in their respective countries so that, the extremist outfits, based on their soils, cannot carry on illegal activities in the north-eastern states of India and also hand over the offending culprits belonging to the insurgent outfits to the Government of India and that the Central Government help modernize the state police force, deploy adequate army and paramilitary forces to assist the state governments to tackle insurgency and for guarding the borders to stop cross border terrorism. The 17th Party Congress also demands that the central govt. provide adequate funds for all round developmental activities in the North-Eastern states. The 17th Congress of Communist Party of India (Marxist) appeals to the millions of democratic and peace-loving citizens of our country to exert pressure on the insurgent groups to give up secessionist demands and sit around for talks to arrive at a negotiated settlement and urge upon the Government of India to initiate dialogue for political solution. The Party Congress hopes that the Central Government would heed to the aspirations of the millions of people in the North-Eastern states and adopt speedy measures for amelioration of conditions of the people and take effective steps for tackling the insurgency situation in the North-Eastern region. The Congress further appeals to the entire rank and file of our party to conduct a continuous campaign throughout the country so that the demands put forward in the above are conceded and insurgency problem brought under control at the earliest.
